disable 'allow everyone in your company to view this video' for individual users.
The way it works right now is that it's kind of the wild west and anyone can post anything anywhere. There's no control.
We can restrict who can upload in general, but that breaks Teams meetings recordings. We have our admin level setting so that the allow the who company options is unticked by default, but there's nothing stopping the user from ticking it and making it viewable to the whole company.
We have one user that has upload literally hundreds of videos and just ticket the box for whole company access, just because it was easier to that than to only allow specific people and groups to view it.

I agree this is a critical request, otherwise all employee's will have their feeds inundated with irrelevant content that may even result in a security breach

How about we put some grown-up controls in Stream? These would be a good start:
1) Disable downloads for all but Admins
2) Only meeting host can start, stop and own recordings
3) Disable option to make video available to entire org
4) Do not allow ownership to be cascaded
5) Allow global expiration/archive date to be set by Admin

HI, We are facing issue that, any user can publish the video to everyone in Org. this needs to be restrict from admin portal, we done default permission option from admin portal, but still this option allow users to put tick mark in Allow everyone option while uploading video.
This option totally grey out or can be removed from permission tab.
this is impacting on our VIP users, because all the videos which are given permission to everyone is showing in VIP users login unnecessarily.

We also DEFINITELY want this feature! Our company currently only allows a small group of people (communications) to upload videos because of concerns about inappropriately exposed sensitive videos. We do not allow all company access to SharePoint sites today in our multi-geo environment, we certainly wouldn't allow it with U.S. based repository of videos. We would also like to move forward with Microsoft Teams meetings, but can't because of lack of recording capabilities for meetings if Stream video uploads are disabled.

This could become another "Shared With Everyone" in OneDrive fiasco. I see the benefit of having the option but also the potential downside for compliance reasons (think FERPA/HIPAA) if someone shares with the whole org. I know it comes down to training, but I've worked with people who thought "Everyone" just meant the people they work with, their department, their office....basically not literally EVERYONE. There should be a way to disallow a standard user from using this option.
