Allow translation of transcript into user's local language (like the translate feature in Yammer and Teams)
Allow user to translate auto-generated transcript so that closed caption's can appear in the individual's local language.

Could be global to a tenant and optional. I would recommand setting up two value - First would be de default. And if transcript not working well , a second try would be made to a second language.
English could be the second one as it is commonly used.
In my case, the default would be french but with some occasional meeting with partners in English.
